Position Overview:
We are seeking a highly analytical and strategic Senior Program Controls Analyst to support large-scale program execution by working closely with Program Management, Engineering, and Finance teams to monitor and manage cost, schedule, and resource performance.
This onsite/hybrid senior leadership tracking role ensures comprehensive compliance with critical contractual reporting requirements, with a primary focus on sector-level program reporting.
The successful candidate will play a pivotal role in analyzing complex program performance data, identifying macroscopic trends and risks, and providing actionable, data-driven insights to support corporate decision-making across mission-critical development programs.
Key Responsibilities:
Apply rigorous Earned Value Management (EVM) principles and advanced methodologies to track complex program performance.
Proactively manage, monitor, and audit senior-level program cost execution, milestones, schedule adherence, and overall budget execution.
Analyze complex program financial and performance datasets to isolate critical insights, systemic anomalies, and cost/schedule variances.
Collaborate directly with senior Engineering teams, individual Program Managers, and core PMO staff to streamline cross-functional delivery.
Prepare and review comprehensive financial and performance analytics for formal CDRL submissions, executive briefings, stakeholder presentations, and status reports.
Support the advanced preparation, evaluation, and delivery of detailed Earned Value reports (Formats 1–5) and all other core contractual deliverables.
Track strategic cost metrics, labor burns, and comprehensive resource allocations against established program budgets and organizational forecasts.
Partner directly with Program Managers to define, assess, and prioritize program risks, business opportunities, and structured mitigation strategies.
Lead proposal development support, cost estimation activities, and build data-driven recommendations to continuously improve sector-level program execution.
Qualifications:
Bachelor’s degree in Finance, Accounting, Business Administration, or a related technical domain field is required.
Minimum of 10 years of direct professional experience in a Program Controls Analyst (PCA), Program Finance, or equivalent senior tracking role is required.
Expert-level knowledge of Earned Value Management (EVM) principles, practices, and formal reporting compliance regulations.
Advanced mastery of Microsoft Excel, with demonstrated expertise creating institutional reports, automated dashboards, and summaries for executive-level leadership.
Exceptional analytical, problem-solving, and structural reasoning skills with a strong record of meeting tight, contractually driven deadlines.
Prior experience directly supporting complex government proposal development and cost estimation frameworks is highly preferred.
Proven background supporting high-level development programs, engineering labor programs, and moving fluidly between large and small organizational environments.
Ability to thrive in a high-stakes, fast-paced defense environment and maintain corporate eligibility for elite security clearance protocols.
Security Clearance Requirements:
Active TS/SCI clearance is highly preferred.
Must be fully capable of obtaining and maintaining a TS/SCI security clearance to be structurally considered for this role.
